Staff members of the Center for the Study of Education Policy just published a white paper that overviews the constitutional barriers in Illinois to school vouchers. This white paper, which is being distributed to federal policymakers, urges them not to tie funding incentives to school voucher requirements. Doing so would disqualify Illinois institutions from millions of dollars in federal funding.
