It is time for employees to review their current withholding certificates, IRS form W-4 and IL-W-4. Withholding is the amount of federal and state income tax an employer pays on behalf of an employee. Consider completing a new withholding certificate form each year and when your personal or financial situations change so Illinois State University can withhold the correct amount from your pay. For further guidance, refer to the IRS video, Do I Need to Fill Out a New W-4?

To review your withholdings:

  • Login to iPeople.
    • You need to use VPN if you are off campus. Call the Technology Support Center at (309) 438-4357 for assistance setting up your VPN.
  • Select Tax Forms.
  • Review the Tax Withholding: Fed W4, State section for the federal and state form types.

To change your withholdings, follow the written instructions or the video tutorial. You will not be able to complete this process if you are a nonresident for tax purposes in the United States or if you have an IRS Lock-In Letter on your account.

What if I need assistance calculating my withholdings?

Illinois State University is not able to provide guidance on completion of the Form W-4. Visit the IRS Tax Withholding Estimator and the IRS Tax Withholding informational site for additional information. For further assistance, contact a tax professional.

What if I claimed tax-exempt status?

To continue to claim an exemption for the new year, employees who claimed total exemption from income tax withholding in 2022 must submit a new Form W-4 for the year 2023 by February 15, 2023. If the new form is not submitted by February 15, the University must begin withholding.

What if I’m not a United States citizen?

Non-U.S. citizen employees must not fill out a new W-4 or make changes to an existing W-4 without contacting a tax specialist in the University Payroll Office. Schedule an in-person or virtual appointment through Calendly to meet with a tax specialist. A university tax specialist may be emailed at TaxOffice@IllinoisState.edu.
