January 17, 2018, the US Department of Health and Human Services announced that the revised regulations for the protection of human subjects that were set to go into effect January 19, 2018, have been delayed until July 19, 2018. Both the effective date and the compliance date were changed until July 19, meaning that institutions cannot implement the new regulations until July 19. For ISU researchers, this delay does not affect the new system implementation (Cayuse IRB), the changes to the University’s process for exempt determinations, or the new staff responsibilities in the Research Ethics and Compliance office. These will go into effect on January 19 as originally scheduled. However, all projects will be subject to the pre-2018 regulations until July 19.
Research Ethics and Compliance (REC) will be hosting information sessions across campus in January and February to help those who work with human subject research to understand new federal regulations, campus policy changes, and the new Cayuse IRB submission system.
“The University changes will simplify the review process for research involving human subjects. These changes will all go into effect January 19,” said John Baur, associate vice president of Research and Graduate Studies. Additional information is available on the REC website. There will be two one-hour long sessions each day. The first session will be a one-hour introduction to Cayuse IRB software, followed by a one-hour introduction to the new federal regulations and ISU policies. You do not need to attend both sessions, and no registration is required for any of the sessions.
